Sea Training in 1919

My late father, Richard Cecil Tetley, left school in 1919 at the age of 16. I have various documents showing he eventually joined the British India Steam Navigation Company in 1924 and was with them until 1929, starting as 3rd Mate and leaving as 2nd Mate. He gained his Master's Certificate in 1929. The identity certificate I have attached bears a date stamp of 20 June 1929 and place of Middlesbrough, when he would have been 17, and also a manuscript addition of 'U Canning Town 28005 [or 2800S]'. I've also attached details of the ships he served on.
Can anyone throw any light on where he would have done the training necessary to start his career?

Good morning for your info your information my great uncle Percy William Rowe bn 1881 D 1967 was a Steward with B& I and married in India Ms Muriel Violet Jennings but was from W. Sussex

He could have joined BI as a deck cadet/apprentice in 1919 - they were a huge shipping co. back then. A lot of young guys joined shipping cos and had to do 4 years sea time, learning on the job, before sitting their 2nd mates cert.
